"Now it's up to US and Iraqi politicians to use the relative stability provided by the surge to lay the groundwork necessary to forge a stable, functioning Iraqi government. There will be setbacks. There will be further violence. And, sadly, there will be an uptick in American casualties. But the fact remains that the war in Iraq has been turned around - thanks to Gen. Petraeus and his troops, who took the fight to the enemy, and to President Bush's willingness to risk all by changing course."
