Quote	"In all, there are 2,156 mandates at the state level, according to the Council for Affordable Health Insurance (CAHI), 23 more than last year. Most of the mandates cover common benefits or providers, but as the foregoing list shows, some are highly suspect. Few of these are costly by themselves; most increase the price of premiums by less than 1%. But when added together in a plan, insurance coverage becomes considerably higher. CAHI believes the mandates increase the cost of basic health coverage nearly 20%."
